Africa Disaster Risk Financing (ADRiFi) Programme

Africa Disaster Risk Financing (ADRiFi) Programme

As a flagship initiative of the African Development Bank on Climate and Disaster Risk Financing, the Africa Disaster Risk Financing (ADRiFi) Programme helps African countries strengthen their financial resilience to climate-related disasters. Launched in 2018, ADRiFi works with countries to strengthen disaster risk preparedness and develop tailored pre-arranged financing and insurance solutions that enable governments to access funding quickly when disasters strike – protecting vulnerable communities, livelihoods and hard-won development gains.

From Climate and Disaster Risk to Financial Resilience

Africa faces severe and growing climate risks that threaten lives, livelihoods, food security and economic growth, placing increasing pressure on vulnerable communities and on public resources.

Rising Temperatures

Rising Temperatures

Africa has warmed by approximately +0.3°C per decade since 1991, faster than the global average.

Economic Losses

Economic Losses

2–5% of GDP estimated annual losses from climate-related disasters.

Fiscal Pressure

Fiscal Pressure

Up to 9% of national budgets required to respond to climate-related disasters in some countries.

Need for Financial Preparedness

Need for Financial Preparedness

$30–50 billion per year estimated cost of climate adaptation in sub-Saharan Africa over the next decade.

Faster Response

Faster Response

Financing arranged before disasters strike enables resources to be released rapidly when predefined triggers are met.

Greater Resilience

Greater Resilience

656M+ people cumulatively covered by ARC disaster risk insurance across Africa.

When disasters strike, the speed at which financing reaches affected countries and communities can determine how effectively lives, livelihoods and development gains are protected.

How ADRiFi Works

ADRiFi supports African countries to strengthen their financial resilience and preparedness for climate-related disasters

The Programme works through four complementary building blocks:

1

Understand & Prepare

Strengthen risk understanding, institutional capacity, contingency planning and preparedness.

2

Finance & Protect

Develop tailored disaster risk financing strategies and solutions, including sovereign insurance and premium support.

3

Respond

Enable rapid access to pre-arranged financing when disasters occur, supporting timely assistance to affected populations.

4

Build Resilience

Protect lives and livelihoods, reduce fiscal vulnerability and safeguard development gains.

The ADRiFi Multi-Donor Trust Fund (MDTF)

Established in 2021, the ADRiFi MDTF pools resources from development partners to scale up ADRiFi support to African countries, including institutional capacity building, disaster risk financing solutions and premium financing.
