Sovereign Catalytic
De-risking Framework

Africa's agricultural sector contributes approximately 30% of GDP and supports 70% of livelihoods across the continent — yet commercial lenders and even multilateral development banks face structural barriers that prevent capital from reaching agri-SMEs and smallholder farmers.

Sovereign concessional resources sit underutilized in bank portfolios, while prudential lending limits and high-risk perceptions keep private finance on the sidelines. The Sovereign Catalytic De-risking Framework is DAFCR's innovation to this systemic deadlock.

How the X-Y-Z Capital Stack Works

X — MDB Capital
X — MDB Capital

Senior Liquidity

The African Development Bank provides loans and guarantees to partner financial institutions (PFIs), anchoring the facility and enabling agri-sector lending at scale.

Y — Sovereign Cushion
Y — Sovereign Cushion

Catalytic De-risking Layer

A ring-fenced slice of sovereign concessional capital that absorbs first losses, funds climate insurance premiums, and cushions the Bank — unlocking greater Non-Sovereign Operations (NSO) headroom.

Z — Private Capital
Z — Private Capital

PFI Balance-Sheet Capital

Commercial banks and financial institutions commit their own resources alongside the Bank’s funding, multiplying on-lending to agri-SMEs and smallholder farmers.

How the X-Y-Z Capital Stack Works

Four De-risking Tools, One Flexible Framework

Catalytic First-Loss Guarantee

Catalytic First-Loss Guarantee

Sovereign capital absorbs initial credit losses, lowering the Banks's risk-weighted assets and enabling higher lending volumes to agri-SMEs.

Climate Insurance Subsidies

Climate Insurance Subsidies

Sovereign funds subsidize bundled weather and yield insurance premiums, making coverage affordable for smallholder farmers and protecting PFI portfolios from climate shocks.

Foreign Exchange Hedging

Foreign Exchange
Hedging

Sovereign capital covers hedging costs so the Banks can lend in local currencies — removing the currency mismatch that is a leading driver of agricultural loan defaults.

Interest Rate (APR) Buy-downs

Interest Rate (APR) Buy-downs

Concessional capital directly reduces the interest rate charged to end borrowers, making agricultural credit viable for the smallest producers typically priced out of formal finance.

Three Reinforcing Impact Pathways

Agri-SME Market Growth

Agri-SME Market Growth

By absorbing perceived credit risk, the framework converts agricultural lending from an avoided liability into a bankable, commercially sustainable market segment.

Livelihoods and Food Security

Livelihoods and Food Security

Affordable credit channeled to agri-SMEs, cooperatives, and smallholder farmers — with a focus on women and youth — builds income and strengthens national food security.

Climate Adaptation and Resilience

Climate Adaptation and Resilience

Bundled climate insurance (through ACRIFA) absorbs climate shocks, sustaining farmer repayment and lender participation even through droughts and floods.

Aligned with the President's Four Cardinal Points

The SCDF directly operationalizes President Sidi Ould Tah's strategic vision by unlocking Africa's capital power through catalytic leverage; implementing the New African Financial Architecture for Development (NAFAD) via a standardized, replicable sovereign-to-PFI framework; turning Africa's demographic dividend into productive opportunity through finance for women- and youth-led agri-SMEs; and building climate-resilient value chains by embedding insurance and climate risk tools into every transaction.

Leverage on sovereign de-risking capital in pilot structure

Ethiopia's GCF-financed Building Resilience for Food and Livelihoods (BREFOL) program — implemented through the Cooperative Bank of Oromia (COOP) and Kifiya's AI-powered digital platform — is the SCDF's first proof-of-concept, demonstrating the complete X-Y-Z capital stack with real-time digital monitoring and performance-based tapering. The model is designed for rapid replication across additional African markets and partner financial institutions.
